Abu Dhabi Signs Four OpenAI Deals at ADIPEC, ADNOC on Frontier
TL;DR
- Four Abu Dhabi–OpenAI agreements were signed at ADIPEC on Monday, witnessed by Crown Prince Sheikh Khaled bin Mohamed and OpenAI chief executive Sam Altman.
- ADNOC becomes the first energy company to deploy OpenAI's Frontier platform, in a multi-year partnership with OpenAI and G42 via subsidiary Inception42.
- The deals sit inside Abu Dhabi's 2025-2027 Digital Strategy, which allocates Dh13 billion ($3.5 billion) toward becoming the world's first AI-native government.
Four agreements between Abu Dhabi entities and OpenAI were signed on Monday at ADIPEC, with Crown Prince Sheikh Khaled bin Mohamed and OpenAI chief executive Sam Altman witnessing the ceremony, The National reported.
"Abu Dhabi and the UAE are setting a bold, global standard for AI integration across both the public and private sectors to make sure the benefits of AI reach everyone," Altman said in a statement, adding that OpenAI was "proud to support the UAE's ambition, anchored in a shared commitment to safety, accessibility and responsible innovation."
The deal with the sharpest commercial edge is at ADNOC. The state energy firm becomes the first energy company to deploy OpenAI's Frontier, described in reporting on the ADNOC agreement as "an enterprise platform for building, deploying and managing AI agents," running on GPT models with UAE-based inference. The partnership is multi-year and was signed with OpenAI and G42 through its subsidiary Inception42.
The government track is the more unusual one. Abu Dhabi's Department of Government Enablement, with OpenAI, is launching a Machine-Readable Government initiative that translates policies into forms AI systems can parse directly. It is already piloting with the Abu Dhabi Agriculture and Food Safety Authority on food imports. The emirate's 2025-2027 Digital Strategy allocates Dh13 billion ($3.5 billion) toward becoming "the world's first AI-native government."
Mubadala, Inception42 and OpenAI signed a separate agreement to apply AI to investment analysis, opportunity identification and risk assessment. The fourth deal is a five-year partnership between Inception42 and OpenAI covering rollout of Frontier across government, enterprise and education in the UAE.
No contract values were disclosed. The signings land in a dense week of OpenAI headlines on our tracker, including Altman's post-midterm pitch for mandatory AI "speed limits" in Washington the day before.
