Thomas Dietterich, an Oregon State University professor emeritus who chairs arXiv's editorial advisory council, pointed at a small group of prolific submitters overwhelming volunteer moderators. "We are so grateful that they donate their time and expertise every day," he said. "However, a relatively small proportion of authors are submitting a large number of low-quality papers."
Moderators have been getting "Thin papers of narrow scope," salami papers that split one study into several submissions, and "Dense, AI-written papers." A rejected paper still counts against the monthly total.
The cap follows a steady tightening. arXiv required endorsements from new users in January, imposed a one-year ban in May on researchers caught submitting AI slop, and about a year ago stopped accepting review articles and position papers in the CS category. Dietterich has described the limit as temporary and said he hopes it can be relaxed or lifted later.
