Cleanview: 158.6 GW of US Data Center Plans Face Governor Pauses
TL;DR
- Cleanview estimates 158.6 GW of planned US data center capacity, roughly 41% of the national pipeline, sits in states where newly elected governors pledged pauses.
- Texas leads exposed capacity at 88.4 GW, followed by Ohio (21.9 GW), Georgia (20.2 GW), New Mexico (11 GW) and New York (9.9 GW).
- OpenAI's entire planned US pipeline falls inside states with a new governor who campaigned on pausing data center construction, Cleanview says.
The market-intelligence firm Cleanview estimates 158.6 GW of planned US data center capacity, about 41% of the national pipeline, sits in states where newly elected governors campaigned on pausing or halting construction, Bloomberg reported.
The exposed capacity is heavily concentrated in Texas at 88.4 GW, with Ohio (21.9 GW), Georgia (20.2 GW), New Mexico (11 GW) and New York (9.9 GW) accounting for most of the rest. Governors-elect in Ohio, Georgia, Michigan, New Mexico and Texas ran on stopping or pausing data-center construction statewide; those in New York and Oregon pledged to prolong pauses already in place.
OpenAI's exposure looks almost total. "OpenAI's entire planned pipeline is located in states with a new governor who backed a pause on the campaign trail," Cleanview wrote. The firm counted 67.4 GW planned in ten close gubernatorial races, none of it under construction and more than the 62.7 GW operating in the entire country today, including 14.1 GW of OpenAI's plan, or 84% of it.
The state-level pressure sits on top of local pushback. Ballotpedia reports that 46 of 47 decided local data center measures in 2026 favored greater restrictions, according to the Bloomberg report. The vote-night shift was the subject of our prior tracker entry on the Democratic governor sweep in Texas, Georgia and Ohio.
