Connecticut Becomes First State to Ban AI-Only Health Claim Denials, Covering 270K Enrollees

Connecticut Comptroller Sean Scanlon announced five AI regulations for state-employee health plans covering more than 270,000 enrollees, with plans to expand statewide in 2027. The rules ban AI-only claim down-coding and prohibit member data from being used to train external AI models. Anthem, Cigna and Aetna have agreed to the terms; policies take effect January 1, 2027.
