DeepSeek is finally telling us where its compute is going. According to Bloomberg, the Hangzhou lab is developing a roughly one gigawatt AI data center in Ulanqab, about 350 kilometers northwest of Beijing, and plans to lease additional capacity from other companies on top of the facility it is putting up itself. At least part of the site is targeted to come online by the end of next year or early 2028.

The interesting shift is who owns the metal. Up to now DeepSeek has read as an unusually efficient training operation running largely on borrowed infrastructure. A gigawatt-scale owned site puts it in a different bracket, closer to a vertically integrated hyperscaler than a lean research shop, and gives the team room to run longer training campaigns without depending on third-party capacity every time.

Chips are the awkward subplot. Bloomberg's people-familiar-with reporting says the Inner Mongolia facility reportedly operates using Nvidia's Blackwell line, the same generation US export controls are meant to keep out of Chinese hands, and US officials have separately claimed DeepSeek trained a recent model on Blackwells that likely sit at an Inner Mongolia data center. Nvidia's public line is that it has not seen evidence supporting claims of smuggled chips or undisclosed data centers. Take the specifics as reported, not settled.

The honest caveat is that the reporting rests on unnamed sources for the site's scale and its timeline, and it does not tell you who is financing a gigawatt build, what the total capex looks like, or how the chip supply actually flows through customs and colo partners. Those are the load-bearing details for whether part of a gigawatt by early 2028 is a real plan or an aspiration.

If it lands on schedule, the beneficiaries are obvious and awkward. DeepSeek gets a captive training footprint that its previous frugality would have made unnecessary. Ulanqab's grid and the colo operators feeding it get an anchor tenant. And the US export control regime gets another concrete test of whether the current controls do what they were designed to do.
