Democratic Congress Lines Up Nvidia Chip Export, Financing Probes

TL;DR

  • Democrats won Congress, so Senate Banking can now issue subpoenas on Nvidia's chip exports and 'circular financing,' a power blocked while Republicans held the gavel.
  • Elizabeth Warren is the top contender to chair Senate Banking; she already invited Jensen Huang to testify this June, and he declined.
  • Hearings could target Nvidia-OpenAI, Microsoft-OpenAI, Amazon-Anthropic and Broadcom-Anthropic deals and demand disclosure of cross-holdings and capacity commitments.

Nvidia's chip exports and its financing arrangements with frontier AI labs are the opening target for a Democratic Congress that, come January 2027, will control both the gavels and the subpoena pen they carry. Bloomberg's Maggie Eastland names Elizabeth Warren as the top contender to chair Senate Banking, a job that was already shaping her priorities while she sat in the minority.

The committee, with a majority vote, can now issue subpoenas for documents or witnesses, the exact power Warren was blocked from using under Republican control. Democrats, per the reporting, "will now be able to pursue subpoenas for documents and witnesses related to Nvidia or Huang himself."

Warren has tried the courtesy route. She invited Nvidia CEO Jensen Huang to testify before Senate Banking in June on the chipmaker's China sales and export controls. He declined.

The second line of inquiry is what critics call "circular financing." Nvidia invests in frontier AI labs; those labs buy Nvidia chips to fulfill their contracts; several deal partners also hold equity in the same labs. Specific arrangements on the table include Nvidia-OpenAI, Microsoft-OpenAI, Amazon-Anthropic and Broadcom-Anthropic. Congress, Bloomberg writes, can hold hearings on those deals and "demand disclosure of cross-holdings, capacity commitments and guarantees."

Nvidia isn't the only target. Rep. Robert Garcia (D-Calif.), the incoming House Oversight chair, is lining up a separate subpoena effort for tech companies when lawmakers return in January 2027. Huang, per the reporting, is expected to be an early target for House Oversight, Energy and Commerce and Senate Commerce committees.

The question is no longer whether Senate Democrats want answers. It is whether Huang shows up this time.
