EU Publishes EN 18286, First AI Act Harmonised Standard

TL;DR

  • The European Commission published EN 18286:2026 in the Official Journal on October 19 as the first harmonised standard under the AI Act.
  • Providers implementing it get a presumption of conformity with Article 17 quality management system requirements for high-risk AI systems.
  • CEN and CENELEC designed the standard to layer on top of ISO/IEC 42001, ISO 9001 or ISO 13485 rather than replace them.

The European Commission published the first harmonised standard under the AI Act in the Official Journal on October 19, as EN 18286:2026, titled "Artificial intelligence - Quality management system for EU AI Act regulatory purposes." The underlying act is Commission Implementing Decision (EU) 2026/2274.

The Commission's language is specific: providers "will benefit from a presumption of conformity with the Article 17 requirements covered by the standard."

CEN and CENELEC developed it. The notice says the standard is "mapped to Article 17 of the AI Act, built around the AI system lifecycle – rather than the organisation – and designed to be layered on top of the existing international standards." Those international standards, per the Commission, include ISO/IEC 42001, ISO 9001, or a sectoral QMS such as ISO 13485, "rather than replace them."

The standard also "explicitly allows providers in regulated sectors to integrate management systems, rather than run separate ones."

The Commission describes the publication as "an important milestone in implementing the AI Act, ahead of the application of requirements for high-risk AI systems," and says further harmonised standards are expected to follow. It arrives as EU enforcement moves ahead on other fronts: the AI Office opened its first AI Act probes into OpenAI and Anthropic earlier this month.
