Tencent has signed a five-year, roughly $7 billion lease for about 100,000 advanced AI chips sitting in Oracle data centers across Southeast Asia, with around 30% of the contract paid upfront, according to the Financial Times.

The chips never enter China. As an Investing.com writeup of the FT story summarizes it, "China's tech companies are blocked from directly buying advanced AI chips, they are allowed to lease them internationally under U.S. rules, granting them access to advanced Nvidia chips not usually available in China." Washington's regime governs physical transfer of the hardware, not remote use of it.

The FT describes the arrangement as "Tencent's largest ever overseas lease agreement," and it is already showing up in the accounts: "The deal weighed on Tencent's free cash flow in its second quarter earnings."

For Oracle, this stacks another large multi-year pre-commitment onto an infrastructure book already under scrutiny.
