Microsoft Adds EU Data Guardian, Offline AI to Sovereign Cloud

TL;DR

  • On Oct 20 in Paris, Microsoft said a European Data Guardian partner will oversee its engineers' remote logins to EU/EFTA customer production systems.
  • A new Production Touch Ledger records that access in a way the company says cannot be changed without detection.
  • Foundry Local and GitHub Enterprise Local, both able to run fully offline, reach general availability at Ignite in San Francisco on Nov 17-19.

A European partner will sit between Microsoft and its own engineers, approving the remote logins those engineers use to touch EU and EFTA customer production systems. Microsoft announced the arrangement, which it calls Data Guardian, in Paris on October 20, The Next Web reported, alongside an access log it calls the Production Touch Ledger that will "keep records of that access that cannot be changed without detection."

"Our approach to digital sovereignty starts with the workload," said Douglas Phillips, who leads Microsoft's specialised clouds unit. CEO Satya Nadella framed the broader package on X, writing that it is "expanding choice and control for organizations running their most sensitive workloads across public and private cloud, and our growing partner ecosystem."

Two more pieces reach general availability at Microsoft Ignite in San Francisco on November 17-19. Foundry Local runs AI models on site, and GitHub Enterprise Local lets developers use GitHub Copilot with locally hosted models. Per the article, "both can work fully offline." A Sovereign Control Panel enters public preview the same week, and customers can hold the master encryption keys on their own hardware. Microsoft 365 Local stays in preview for approved customers.

The partner roster runs to 29 companies, including France's Bleu, Germany's Delos Cloud, Mistral, Nvidia, and Dell. The announcement builds on the Sovereign Cloud brand Microsoft launched in June 2025, and it lands days after the company rolled out Guardian Agents in Project Perception to treat AI agents as insider threats.
