Musk Asked Trump to Slow Starlink in Ukraine, Telegraph Reports

Elon Musk Military ai-geopolitics

TL;DR

  • Telegraph reports Musk pitched Trump on throttling Ukraine's Starlink, citing four sources plus two Ukrainian sources and a senior European official.
  • The October 14 speed cap crippled interceptor drones chasing Russian Shaheds, with Zelensky saying it stopped him from protecting civilians.
  • Trump and an anonymous US official deny the president ordered it; Reuters places the order inside the White House; the Pentagon stays silent.

Elon Musk approached Donald Trump with a proposal to restrict Starlink speeds for Ukrainian forces, the Telegraph reported on October 16, citing four sources familiar with the discussions.

"The reality is that they were both in it," one senior source told the paper. Two Ukrainian sources and a high-ranking European official corroborated that account, according to Kyiv Independent's write-up of the Telegraph reporting.

The cap, imposed without warning on October 14, hit Ukraine's interceptor drones first. The hardware chasing down Russian jet-powered Shaheds was suddenly too slow to catch them. "When the speed was reduced, we were unable to intercept some of the jet-powered Shaheds," President Zelensky said. "We were unable to use a tool to protect civilians."

Musk's own account points up the chain. "Starshield systems are owned and controlled by the U.S. government," he posted on X. "Any limits on speed or usage are decided by the US military and ultimately POTUS." A senior source rendered the move to the Telegraph more bluntly: "He tweeted out that he was innocent and that it was the U.S. administration that did it."

Then the denials. Trump, speaking on October 16, said he did not think either he or Musk was responsible for the slowdown. An anonymous US official cited by AFP said the president had not requested the reduction. Reuters a day earlier had reported the order came from within the White House. The Pentagon has not publicly explained the restrictions.

So a single commercial satellite network now sits as a chokepoint on a shooting war, and no named person has yet put their hand to the throttle.
