NYT: Inspur's US Subsidiary Aivres Shipped $3B in Nvidia Blackwell Chips to Southeast Asia Despite Ban

An NYT investigation with ImportGenius trade records shows Aivres, the US-based one-third-owned subsidiary of blacklisted Inspur, exported at least $5.6B in advanced technology to Southeast Asia between April 2024 and February 2026 — including more than $3B of computers built with Nvidia Blackwell chips — routed to intermediaries serving Alibaba and ByteDance data centers. The Trump administration also approved Maginfra, another firm flagged with overlapping indicators, for an H200 license this year. Aivres itself is not entity-listed, exposing a loophole where a Chinese-blacklisted parent buys through its American arm.
