OpenAI's Australian Blueprint Sets Six Pillars for Teen AI

OpenAI has written a country-specific rulebook for how teenagers should use ChatGPT in Australia.

The Australian Youth Safety Blueprint, OpenAI says, "sets out six pillars, from AI literacy and age-appropriate safeguards to privacy-protective age assurance, connections to real-world crisis support, and accessible parental controls." It frames itself as a practical contribution to the Australian policy landscape.

The trigger was already in the product. In August, OpenAI began rolling out ChatGPT for Teens in Australia as a new default experience for users identified as aged 13 to 17, with updated safeguards designed around their developmental needs.

The parental controls sit under that experience. Once supervision is set up, parents can set "quiet hours" when the teen cannot access ChatGPT, disable specific features such as memory, chat history, voice mode, and image generation, and opt out of having their teen's chats used for training.

The model is also told to slow down in specific places. OpenAI names the higher-risk areas where it wants extra care: self-harm and suicide, romantic or sexualized roleplay, graphic or explicit content, dangerous activities and substances, body image and disordered eating, and requests to keep secrets about unsafe behavior.

Two things the announcement stops short of. The wrap-up line OpenAI is running externally lists five of the six pillars in so many words; the sixth is not named in that summary. And there is no reported accuracy figure for the age-detection layer that routes users into the teen experience in the first place.
