Xi Tells PLA to Strengthen AI and Unmanned Systems by 2027

A Politburo study session on Thursday put artificial intelligence and unmanned systems at the top of the People's Liberation Army's modernization list, and it did so from the very top. According to reporting by the South China Morning Post, Xi Jinping told the session that the PLA should 'strengthen the military application of unmanned intelligent technologies, deepen the development and application of network information systems, and gradually build an intelligent military system.' State news agency Xinhua carried the same language.

The timing is part of the message. The session was held ahead of the PLA's founding anniversary on Aug. 1, and Xi framed the push against a hard date, urging efforts to fulfill the goals for the centenary of the People's Liberation Army in 2027 and to make 'decisive progress' in basically realizing the modernization of national defense and the armed forces. When a leader repeats that deadline in front of the Politburo, planners and procurement offices tend to take it as an instruction rather than a suggestion.
