YouTube says it is "updating our recommendation systems to further prioritize original content and reduce the reach of content re-uploaded from other creators without adding anything of your own." That is the full policy sentence the company gave 9to5Google's Andrew Romero, who reports the change may already be live even though no rollout date was announced.
What does not count as adding something: "VO descriptions of what's happening on screen, minor technical edits, or template-based bulk changes," YouTube Creator Liaison Rene Ritchie told creators in a Creator Insider video. The recommendation system wants commentary, analysis, and storytelling instead. Monetization is a separate track, still governed by YouTube's existing reused-content policy, which already requires borrowed content to be changed significantly.
The open question is one YouTube launched itself. In March 2026 it released an AI-powered remix tool that lets creators reimagine clips from other channels. Whether a Short produced through that tool clears the new "adding anything of your own" bar is a question the announcement does not address, and 9to5Google notes YouTube has not clarified it.
The video "doesn't give a start date for the update, say how long a re-evaluation takes, or show where a channel can check whether its reach was reduced," Search Engine Journal writes.
