La Commission européenne a placé lundi ChatGPT, Reddit et Roblox sous le régime le plus strict du Digital Services Act. Pour ChatGPT, c'est une première : aucun chatbot d'IA n'avait jusque-là été classé Very Large Online Search Engine (VLOSE) par Bruxelles. Reddit et Roblox rejoignent la liste des Very Large Online Platforms (VLOP), qui compte désormais 28 services.
Le seuil se déclenche à partir de 45 millions d'utilisateurs mensuels dans l'Union, soit environ un Européen sur dix. Sur les six mois clos en mars 2026, ChatGPT en revendique environ 159 millions, Reddit 57,2 millions et Roblox environ 48 millions, rapporte Euronews Next.
"These new designations mean that ChatGPT, Reddit and Roblox will now be held to a higher standard of scrutiny and accountability in the European Union, in line with their large impact on our citizens and society", a déclaré Henna Virkkunen, vice-présidente exécutive chargée de la Souveraineté technologique. La Commission qualifie ChatGPT de "hybrid service" fonctionnant comme moteur de recherche parce qu'il "can engage with and respond to users' prompts and queries, including by searching the web".
Les trois services ont quatre mois, jusqu'au 30 novembre 2026, pour se mettre en conformité : évaluations annuelles de risques systémiques couvrant contenus illégaux, protection des mineurs, bien-être physique et mental, droits fondamentaux, processus électoraux et sécurité publique ; audits indépendants ; partage de données avec les régulateurs et des chercheurs agréés. Les sanctions peuvent atteindre 6 % du chiffre d'affaires mondial annuel. La Commission a déjà prononcé 870 millions d'euros d'amendes au titre du DSA, dont 550 millions contre AliExpress en juillet 2026.
Côté supervision, l'irlandais Coimisiún na Meán hérite de ChatGPT et de Reddit ; Roblox relève de l'Autorité néerlandaise pour les consommateurs et les marchés (ACM). Bruxelles avait déjà armé son AI Office de 38 agents cet été pour faire respecter l'AI Act.
