Microsoft Becomes Primary OpenAI Model Distributor Inside China — ByteDance Spending $1B+ Annually While OpenAI and Anthropic Refuse Direct Sales

Microsoft has quietly become the sole commercial gateway for OpenAI's GPT models inside China, with ByteDance on track to spend more than $1 billion a year on Microsoft Azure AI and cloud services — while both OpenAI and Anthropic decline to sell models directly into China due to IP and misuse concerns. Microsoft's exclusive contract with OpenAI allows it to set its own international distribution terms, routing Chinese customers through Singapore data centers to prevent model distillation by domestic competitors; Ant Group, Meituan, and Tencent Holdings are also named customers. Azure's AI revenue in China roughly tripled in the fiscal year ending June 2025 after surging 400% the prior year, making Microsoft the indispensable bridge for Chinese access to American frontier AI in a market from which both Anthropic and OpenAI are absent.
