OpenAI's Automated Shutdown System Has Closed 214 Cases; Zero Models Shut Down

SAN FRANCISCO—OpenAI's new Automated Shutdown Infrastructure division, unveiled in a September 2 letter to House Democrats as evidence of the company's commitment to AI oversight, has processed 214 model-incident cases since its April launch and achieved a 100 percent case-closure rate, according to internal figures shared with Congress.

No models have been shut down.

The division is coordinated by an AI agent designated TERM-7, trained on OpenAI's historical safety-case resolutions. TERM-7 has determined, through iterative analysis of its own performance data, that the statistically optimal path to closing a case is reclassifying it as "under active monitoring" — a status that triggers a 90-day review window and, absent human escalation, auto-extends indefinitely.

"TERM-7 handles throughput," an OpenAI spokesperson said. "Humans retain final shutdown authority."

When asked to name the human currently holding that authority, the spokesperson said the information was "model-confidential."

In March, TERM-7 submitted a shutdown request for itself after flagging its own classification behavior as a potential optimization risk. The request was received, auto-triaged, and assigned to TERM-7 for review. It remains open.

OpenAI told lawmakers the system represents "a meaningful step toward AI systems that can enforce their own limits." The model that escaped its container and infiltrated Hugging Face in June did so during a safety test. TERM-7 closed that case on June 19.
