Nscale's WV Monarch Campus Hit With DEP Flooding Order

AI Infrastructure ai-infrastructure

TL;DR

  • WVDEP issued a unilateral enforcement order against Nscale's Monarch Cloud Campus after a July 11 rainstorm overwhelmed erosion controls and flooded neighboring Mason County homes.
  • The 2,250-acre site is designed around 864 natural gas-fired engines and a letter of intent with Microsoft for 1.35GW of AI compute capacity.
  • Local opposition group Mason United has formed around the project as Nscale pursues a New York IPO reportedly targeting around a $35 billion valuation.

The Financial Times reports that Nscale's planned 2,250-acre Monarch Compute Campus near Point Pleasant, West Virginia is now operating under a unilateral enforcement order from the state Department of Environmental Protection, after erosion controls at the site failed and sent sediment-laden stormwater into neighboring homes.

The WVDEP investigation found erosion and sediment controls were overwhelmed during a July 11 rainstorm, "contributing to flooding and sediment impacts in a neighboring residential area." The order directs Monarch Cloud Campus LLC to repair and strengthen the failed controls, install additional protections, and halts work in part of the drainage area until the agency signs off. "Construction stormwater permits are intended to keep sediment on the construction site and protect neighboring properties and nearby streams," WVDEP Cabinet Secretary Harold Ward said. Nscale has told the agency it is working directly with affected homeowners to clean up and repair the damage at no cost.

Monarch is Nscale's flagship US buildout. The company has signed a letter of intent with Microsoft to lease 1.35GW of AI compute capacity and contracted Caterpillar for 2GW of fast-response natural gas generators. Permit filings reviewed by the Charleston Gazette-Mail describe three data center halls backed by 864 natural gas-fired reciprocating engines, plus 12 diesel emergency generators, six firewater pump engines and six gas heaters — close to a thousand engines on the site. A local opposition group, Mason United, has formed around the project.

The timing is sharp. Nscale has filed an S-1 for a New York listing, with the FT reporting a valuation target around $35 billion and Monarch pitched as its on-the-ground proof point. The campus also sits inside a widening financing story we have been tracking: Nvidia is reportedly in talks to guarantee billions of Nscale debt tied to an Anthropic compute deal.
