Depends on your definition. TUC and UNISON had reps on commission. Evidence included direct deliberation w/ Londoners, YP roundtable and engagement with orgs that I would assume wld define themselves as grassroots - list is here pp 28-31 www.london.gov.uk/sites/defaul...
